Overdue Notices
As a courtesy, the Library sends overdue notices to the primary mail or email address patrons have supplied. Upon receipt of an overdue notice, return the item(s) or contact the Library immediately. Renewal privileges may be applicable. If not, items must be returned by the due date to avoid the assessment of a fine. Patrons are responsible for providing the UTEP Library and Registrars office with their current mailing address. The Library is not responsible for undelivered mail. Overdue notices are a courtesy and non-receipt or late receipt of mail or email does not exempt borrowers from overdue fines and replacement bills.
Overdue Fines
There is no grace period for overdue Library material. If overdue library material is not returned or renewed, a second courtesy notice is sent, informing the borrower that a daily overdue fine of $ .25 (per item) will be assessed. If an item is recalled and not returned on time, an additional $1.00 per day recall penalty fee is added to the overdue charges.
If there is no response to the second courtesy notice, overdue materials will be treated as needing replacement. A billing notice including: replacement cost of the item, a $10.00 processing fee, and a $12.50 non-cancelable overdue fine per item will be sent. Borrowing privileges may be blocked at this time. Upon return of a billed book that has been paid, a refund for replacement cost only will be issued up to six months after the payment date.
Unpaid library bills are assigned to a collection agency by the University. Future registration and transcript access may be blocked due to unpaid library bills. Fine and bill payments may be mailed or paid in person at the Circulation Desk or Student Business Services:

Appeals
Billing appeals must be submitted in writing within 30 days of the billing notice. Appeals will be reviewed by the Head of Access Services and notification of the Library's decision will be made within 10 working days.

Claims Returned
Users who receive an overdue fee or replacement bill for an item that has been returned should contact the Library Circulation Desk and file a Claims Returned. Staff will conduct several searches for the item. If it is found, the item will be checked in immediately. If the book is not found, or there is a problem with the book, a decision will be made by the Head of Access Services as to fines.
Lost or Stolen Materials
Lost or stolen library material should be reported immediately in order to avoid overdue fines and other fees. In order for a book to be verified as stolen, a copy of a police or insurance report should be presented. Borrowers who present a copy of the police or insurance report are still responsible for all replacement costs and fees accrued prior to contacting the Library.
Damaged Books
Borrowers are responsible for any damage that occurs to an item borrowed on their library account. Types of damage for which charges may be levied include, but are not limited to:
